The National Association of Tax Professionals (NATP) is the largest nonprofit organization that serves individuals specializing in tax preparation by providing tax education, federal tax information, in-depth explanations of tax law changes and other important tax content needed to successfully run a tax practice.

Chief executive officer

Scott Artman, CPA, CGMA

Artman is the chief executive officer of the National Association of Tax Professionals (NATP), where he leads strategic direction, operations and advocacy efforts for more than 23,000 tax professionals nationwide. Since joining NATP in 2016, Artman has overseen the organization’s evolution into a more data-informed, member-focused, and policy-savvy association that meets the dynamic needs of the tax industry.

With expertise in tax preparer regulation, credentialing strategy, nonprofit leadership and IRS-industry collaboration, Artman serves as the bridge between policy and practice, ensuring that NATP speaks with clarity and credibility across stakeholder groups.

A a CPA and Chartered Global Management Accountant, Artman previously held senior leadership roles at ISACA and has been recognized for his work in volunteer leadership, association governance and member engagement.

IRS Liaison

Larry Gray, CPA, CGMA

Gray is the IRS liaison for the National Association of Tax Professionals (NATP), representing the concerns of tax preparers in national forums and regulatory discussions. A managing partner at Alfermann, Gray & Co. in Rolla, Missouri, he brings more than 40 years of experience guiding practitioners through the evolving landscape of tax law, IRS modernization and e-filing systems.

A former president of the NATP National Board of Directors, Gray has served as a congressional witness and as a member of the IRS Electronic Tax Administration Advisory Committee (ETAAC). He is also a frequent instructor and consultant to the IRS, known for translating complex policies into clear, actionable guidance for the tax community.

Gray’s work centers on ensuring that tax policy not only reads well on paper but functions in practice for preparers and the clients they serve.

Tom O'Saben, EA, MS, Ed

O’Saben is a nationally recognized tax education expert and the director of Tax Content and Government Relations for the National Association of Tax Professionals (NATP).

With a focus on IRS modernization, taxpayer education, small business taxation and digital reporting, O'Saben brings a practical and forward-thinking perspective to the profession. His work bridges technical expertise with real-world application, ensuring that tax professionals not only understand compliance requirements but also use that knowledge to strengthen client relationships and improve outcomes.

He’s a frequent source for The Wall Street Journal, CNBC and The New York Times, known for explaining complex IRS and tax policy updates in clear, practical language. His specialties include IRS modernization, taxpayer education, small business taxation and digital reporting. O'Saben’s mission is simple: to help tax professionals and taxpayers understand that behind every tax law is a real person it affects.
