Upcoming Modernized e-File (MeF) production shutdown
As the year draws to a close and you look ahead to next tax filing season, it’s important to note that the IRS has announced its annual production shutdown of the Modernized e-File system (MeF) for both individual and business tax returns. According to the IRS QuickAlerts bulletin of Nov. 14, 2025, the “Send Submissions” function of MeF will become unavailable starting at 11:59 a.m. Eastern time (just before noon) on Friday, Dec. 26, 2025. Transmitters will still be able to perform all other service requests (such as acknowledgment retrieval) until 11:59 p.m. Eastern time (just before midnight) the same day.
Implications of the MeF shutdown
MeF is the electronic filing backbone for most federal individual and business returns. Be aware that a scheduled MeF shutdown does not change a taxpayer’s filing deadline. If a return must be filed before the system reopens, the filer may need to paper-file to avoid late-filing penalties or interest. If the taxpayer is not yet required to file, the shutdown will delay the ability to e-file until MeF reopens in January. For tax professionals, this means planning is essential to avoid any delayed processing for clients.
Pre-shutdown action steps for tax professionals
Here are practical steps you and your firm should take:
- Schedule transmissions well ahead of the cutoff. The 11:59 a.m. ET deadline on Dec. 26 is firm for new submissions. Consider setting an internal deadline (for example, Dec. 20) to allow for any last-minute issues.
- Notify clients. Educate clients that while e-filing remains open until Dec. 26 in theory, the practical window is narrower. Encourage early submission, especially for those working with you during the holiday period.
- Confirm acknowledgment retrieval. Although “Send Submissions” ends at noon ET, retrieval of acknowledgments remains available until 11:59 p.m. ET on Dec. 26. Per the IRS, any acknowledgments not retrieved by that time will not be accessible until MeF reopens for production in January 2026. Ensure your team retrieves and archives acknowledgments well in advance of the cutoff.
- Plan for returns that cannot be e-filed. If a return misses the deadline, you should be prepared to suggest timely paper filing to avoid unnecessary delays, especially for clients requiring proof of filing or documentation for lenders or other parties.
- Watch for official reopening dates. Although the shutdown schedule has been published, the IRS has not yet confirmed the opening date for the next filing season. Stay alert for updates on the MeF Operational Status page.
- Coordinate state filings and acknowledgments. Although the federal MeF shutdown affects federal transmissions, some states’ e-file systems work with MeF or align with its timing.
Why the system shuts down
Each year, the IRS temporarily takes MeF offline for maintenance, system updates and to transition to the new filing season. This routine “black-out” period ensures forms, software versions, new business and individual rules, and system architecture are correctly updated before the next filing window opens. According to the IRS, the shutdown is not a system failure or outage; it’s a planned maintenance period.
Bottom line on this year’s MeF shutdown
The 2025 MeF production shutdown is set for 11:59 a.m. ET on Friday, Dec. 26. This is later than in past years and applies to both individual and business e-filings. Acknowledgments remain retrievable until 11:59 p.m. ET on the same day.
