Taxpayer Advocacy Panel: improving the taxpayer experience

Taxpayer Advocacy Panel volunteers help improve IRS taxpayer service through clearer notices, better online tools and reduced processing delays

The Taxpayer Advocacy Panel (TAP) plays an important role in improving how the Internal Revenue Service (IRS) serves taxpayers. TAP is a federal advisory committee made up of citizen volunteers from across the country, including one international member. These individuals bring real-world perspectives to tax administration by listening to taxpayers and sharing their concerns with the IRS.

Unlike tax professionals or industry groups, TAP members represent everyday taxpayers. Their focus is on practical improvements that make it easier for taxpayers to understand their obligations and resolve issues.

A year of outreach and recommendations

In 2025, TAP members dedicated hundreds of hours to outreach, speaking directly with taxpayers about their experiences. This effort resulted in 20 project referrals to the IRS, with 188 recommendations aimed at improving service and reducing taxpayer burden.

These recommendations focus on common frustrations, including unclear IRS notices, delays in processing and difficulty reaching assistance. By identifying these issues, TAP helps the IRS prioritize changes that have a direct impact on taxpayers.

Clearer notices and better communication

One of TAP’s top priorities is improving IRS notices. Many taxpayers receive letters they do not fully understand, which often lead to confusion and unnecessary stress. In some cases, this confusion results in missed deadlines or incorrect responses.

TAP recommended that the IRS make notices clearer, more concise and easier to act on. When taxpayers understand what is being asked, they are more likely to respond accurately and avoid additional problems.

Expanding online tools and digital access

As more taxpayers rely on digital services, TAP emphasized the need for better online tools. The IRS Online Account and transcript applications are widely used, but there is room for improvement.

TAP encouraged the IRS to expand secure self-service options and enhance the overall user experience. Improved online tools can help taxpayers resolve issues quickly without needing to call or mail documents. 

Reducing delays and improving processes

Processing delays continue to be a major concern. Whether they involve responding to correspondence or processing forms, delays create frustration and often lead to repeat inquiries. TAP recommended streamlining IRS correspondence processes to improve response times. These changes can reduce backlog, minimize unnecessary contact and improve efficiency for both taxpayers and the IRS.

Improving forms and guidance

Clear forms and instructions are essential for accurate tax reporting. TAP highlighted the need to improve certain forms and publications, including updates to Form 8821, Tax Information Authorization. Better guidance helps taxpayers and their representatives understand disclosure authority and how to properly revoke authorization. Clear instructions reduce errors and prevent delays.

Maintaining access to in-person assistance

While digital tools continue to grow, in-person assistance remains important. Not all taxpayers have access to or are comfortable using online systems. TAP reinforced the need to maintain face-to-face support options. This ensures all taxpayers, especially those with complex issues, can receive the help they need.

Long waiting times on IRS phone lines remain a common complaint. During peak filing season, reaching a representative can be difficult. To address this, TAP recommended expanding secure chatbot and live chat options. These tools can provide timely responses to common questions and reduce pressure on telephone services.

Why TAP’s work matters

TAP’s recommendations have historically led to meaningful improvements in IRS operations, forms and procedures. The 2025 Annual Report continues that effort by focusing on transparency, accessibility and efficiency. For taxpayers, this means a system that is gradually becoming easier to navigate. While changes take time, TAP’s work helps ensure taxpayer concerns are heard and addressed.

By focusing on real-world challenges and practical solutions, TAP continues to strengthen the connection between taxpayers and the IRS.
