Testimony Before the IRS Oversight Board on February 8, 2006

February 8, 2006, by special invitation, NATP representatives testified before the IRS Oversight Committee in Washington DC.  Given the increasing pressure on federal expenditures, NATP was asked to provide our opinion on where and how the IRS could improve and enhance its efficiency in the delivery of customer service needs.  Larry Gray participated in a lively panel discussion concerning how the IRS could strive to achieve appropriate customer service levels at less cost.  NATP also prepared a paper for the Committee's consideration.  It may be viewed by clicking here.


NATP's Memorandum of Understanding (MOU) with the IRS Regarding Volunteering to Assist with Disasters

On October 20, 2005, NATP signed an MOU with the IRS agreeing to partner with them by establishing a volunteer program for assisting with disasters.  As we stated in the TAXPRO Weekly on October 20, this program is not just for victims of hurricanes like Katrina and Rita.  It is for all disasters to occur in the future, be they tornadoes, floods, snowstorms, wildfires or other such natural disasters.

WHAT, exactly, DID WE AGREE TO? – In substance, we agreed to the following:

  • To partner with the IRS when disasters occur by promoting and encouraging assistance by tax professionals to taxpayers at local disaster recovery centers and other tax assistance locations established by IRS.
  • To solicit the help of our Chapters as contacts for volunteers.
  • To communicate that all parties so volunteering will have to sign an agreement to participate.
  • To provide templates of press releases and guidance on their issuance by our Chapters and volunteers.
  • To use our best efforts to accomplish the above.
  • To do the above at our own expense, noting that there will be no funding for this program.

Please note that there is no liability to the IRS under this program, that this particular MOU lasts through December 31, 2006 and that it may be terminated by either party with 30 days advance notice.  You may view the entire five-page document by clicking here.
