In an effort to improve the quality and oversight of the tax preparation industry, the IRS has decided to regulate those who are paid to prepare tax returns.
The mandate from the IRS states that individuals that prepare or assist in preparing all or substantially all of a U.S. federal tax return, claim for refund or other tax form must register with the IRS and receive a PTIN.
The IRS also wants to ensure that tax professionals are properly educated. Those preparers who are not certified public accounts, enrolled agents, attorneys, supervised preparers or non-1040 preparers must pass a minimal competency exam, suitability check and take ongoing continuing education.
